How to Get Started With Social Services
Getting assistance or applying for an ID starts with choosing the right program and preparing the correct documents. Follow this practical roadmap before contacting an office.
-
01
FIND YOUR SERVICE
Choose the Right Program
Decide whether you need Lingap assistance, a Senior Citizen ID, PWD ID, Solo Parent ID or a Minor Travel Permit. Your situation determines which office can assist you and what evidence to prepare.
-
02
CHECK ELIGIBILITY
Confirm That You Qualify
Eligibility differs by program. For example, Senior Citizen IDs are for qualified citizens aged 60 and above, while Lingap generally requires Davao City residency and a qualifying need. PWD, Solo Parent and child-travel applications have their own supporting criteria.
-
03
PREPARE YOUR DOCUMENTS
Gather the Required Records
Prepare identification, proof of Davao City residence where required, and documents specific to your application. These might include medical records for Lingap, proof of disability, children’s birth certificates, evidence of solo-parent status, or parental consent for minor travel.
-
04
CONFIRM THE APPLICATION CHANNEL
Check Where and How to Apply
Contact the relevant office to confirm its current service hours, document format and submission procedure. Lingap also offers online advance submission of supporting documents through its official assistance channel. Other services may require a personal visit or assessment.
-
05
SUBMIT & FOLLOW UP
Complete the Application and Keep Your Reference
Submit the required forms and supporting documents through the accepted channel. If the office provides a claim stub, reference number or return date, keep it for follow-up. Assistance, ID issuance or permit approval depends on official evaluation.
Prepare One Organized Document Folder
Bring the originals and required photocopies of your supporting documents when applying in person. Keep your contact number and relevant application information ready so the office can reach you.
For medical assistance, make sure prescriptions, bills and other supporting records are current and readable. Some programs also require a barangay certification or additional proof of circumstances.

Social Services Frequently Asked Questions
Straightforward answers about eligibility, IDs, assistance programs, family benefits and application requirements in Davao City.
01 Do I need to be a Davao City resident to apply?
City-funded services such as Lingap and locally issued PWD or Solo Parent IDs generally require proof of Davao City residency. Requirements vary by program. National benefits have their own eligibility rules.
02 Are Senior Citizen and PWD IDs free?
Yes. Davao City’s published services provide the OSCA Senior Citizen ID and PWD ID without an issuance fee. You may still need to obtain supporting documents, certifications or photographs.
03 Can a family member apply on my behalf?
Some services allow authorized family assistance. For example, OSCA lists authorization and valid ID requirements when a spouse, child or next of kin processes a Senior Citizen ID. Other programs may require a personal interview or social worker assessment.
04 Must senior citizens join an organization to receive local assistance?
Not necessarily. Davao City’s annual senior subsidy has included qualified seniors even without membership in a senior citizens’ organization. A valid OSCA ID and compliance with the program’s current registration rules remain important.
05 Can I qualify for both Senior Citizen and PWD benefits?
A person may meet the eligibility requirements for more than one category. However, overlapping discounts cannot simply be combined on the same purchase. Follow the applicable law and use the appropriate qualifying ID.
06 Does Lingap cover every hospital or medical expense?
No. Lingap assistance is evaluated according to qualifying needs, documents and program rules. Covered assistance may include certain hospital bills, medicines, laboratory tests, dialysis or funeral costs. Approval is not automatic.
07 Can Lingap assistance be completed entirely online?
Lingap has allowed applicants to send supporting documents in advance through its official assistance channel. However, advance submission does not guarantee approval, and applicants may still need to present original documents or complete further verification.
08 Does having a Solo Parent ID guarantee a monthly subsidy?
No. The ID helps establish solo-parent status, but local cash subsidies have additional income, dependent-child and social worker assessment conditions. Registration alone does not guarantee inclusion in a payout.
09 Does a Solo Parent ID need to be renewed?
Yes. Under Davao City’s Solo Parent Ordinance, the Solo Parent ID has a one-year validity and may be renewed after reassessment. Check with your CSWDO district office before the expiry date for updated requirements.
10 Is a Davao minor travel permit valid for international travel?
No. The city-issued minor travel permit is for applicable domestic travel. Minors traveling abroad may need a separate DSWD travel clearance, depending on who accompanies them and their circumstances.

Who Can Apply and What Help Can You Get?
Different social services help different people. Find your service below to understand who can apply, what benefits are available and what you should know before submitting an application.
Lingap Assistance
Davao City residents who need help with eligible medical or funeral expenses may apply. The program is intended especially for people and families facing financial difficulty.
Lingap may help with hospital bills, prescribed medicines, laboratory tests, dialysis and funeral expenses. The type of assistance depends on your situation and the program’s rules.
Assistance is not automatic. Your documents and financial circumstances may be reviewed. Not every medical or funeral expense is covered.
Senior Citizen ID
Filipino citizens aged 60 years or older can qualify for senior citizen privileges. Eligible Davao City residents can register and apply for a Senior Citizen ID through the appropriate OSCA office.
Qualified senior citizens can receive discounts, applicable VAT exemptions and priority services. They may also qualify for additional Davao City senior citizen programs, depending on the requirements.
Having a Senior Citizen ID does not guarantee a cash subsidy. Local financial assistance has separate qualification and registration requirements.
Person with Disability (PWD) ID
Davao City residents with a disability covered by the applicable PWD rules may apply. Applicants must provide the required identification and supporting disability documents.
Qualified PWD ID holders may receive 20% discounts and VAT exemptions on covered goods and services. They may also qualify for available disability assistance programs.
Your supporting documents must meet the registration requirements. A PWD ID does not automatically guarantee financial assistance. Local programs may have additional conditions.
Solo Parent ID
Parents or guardians who meet a recognized solo-parent category may apply. They must satisfy the legal requirements for caring for and supporting their dependent child or children.
Qualified solo parents may receive special leave benefits, applicable discounts and social welfare support. Some may also qualify for financial assistance if they meet the additional rules.
Being unmarried does not automatically qualify someone as a solo parent. Eligibility depends on the recognized categories. Financial subsidies may also require income checks and a social worker’s assessment.
Minor Travel Permit
Parents or guardians may need to arrange a local travel permit when a child travels domestically from Davao without a parent or legal guardian. Requirements depend on the child’s travel circumstances.
The permit helps confirm that the child’s planned domestic travel has been reviewed under local child-protection requirements. Supporting documents and parental consent may be required.
This is not financial assistance. It is a travel-related document. International travel has separate requirements, which may include a DSWD travel clearance.
Does Getting an ID Mean You Will Receive Cash?
Not always. A Senior Citizen, PWD or Solo Parent ID can help you access benefits provided under the applicable rules. However, cash assistance may require a separate application, income assessment or approval. Always check the conditions of the specific program before applying.
Documents & Requirements
Preparing the right documents can save you another trip to the government office. Choose your service below and check which papers you need before applying.
Some offices need to see the original document and keep a photocopy. Check the exact number of copies before visiting, especially if your application involves a child, medical expense or special family circumstance.
Lingap Assistance
Lingap has different document requirements for hospital bills, medicines, dialysis and funeral assistance. Prepare the documents for the specific help you need.
Basic Documents
- Valid ID of the patient or applicant, as required for the assistance requested.
- Proof of Davao City residency, such as a barangay certificate or another document accepted by Lingap.
- Documents showing the medical or funeral expense for which assistance is requested.
Documents by Assistance Type
- Updated or final hospital bill.
- Medical certificate or certificate of confinement, as applicable.
- Residency documents required for the hospital category.
- Current doctor’s prescription.
- Valid ID and Davao City address.
- Pharmacy pricing or quotation where Lingap requires it.
- Price quotation from the hospital or dialysis center.
- Medical abstract or medical certificate, depending on the case.
- Required proof of residency.
- Original funeral bill or funeral contract.
- Certified copy of the death certificate.
- Required barangay certificate or residency proof.
Important: Documents for private and government hospitals may differ. Lingap has also asked applicants to use updated medical documents in 2026. Confirm the exact checklist before submitting.
Senior Citizen ID
Davao City residents applying for their OSCA Senior Citizen ID should prepare the following documents.
Required Documents
- Completed OSCA application form. Get the form from the OSCA service counter.
- Proof of age. One photocopy of an accepted document, such as a birth certificate, passport, driver’s license or other accepted ID.
- Barangay certification with the applicant’s voter precinct number, as listed in the 2026 City Charter.
- Two recent 1×1 ID photographs.
- Authorization and valid ID if a spouse, child or next of kin will process the application on the senior citizen’s behalf.
Important: The published OSCA checklist refers to Davao City voter registration for proof of residency. If the applicant is not a registered voter, contact OSCA first to ask how the situation should be handled.
Person with Disability (PWD) ID
To register for a PWD ID, prepare proof of residency and medical documents supporting the disability.
Required Documents
- Barangay certificate of residency — one original and one photocopy.
- Certificate of Disability signed or confirmed by a government or private physician.
- Medical certificate supporting the application.
- Recent 1×1 ID photograph.
- PWD application form, available through the relevant CSWDO district office.
Important: The office may check the medical records before approving registration. Prepare photocopies of your medical documents and bring the originals for verification when asked.
Solo Parent ID
Solo Parent ID requirements depend on why the applicant qualifies as a solo parent. For example, the documents for a widow are different from those required for an unmarried parent.
Documents to Prepare
- Birth certificate of the child or children, as applicable to the solo-parent category.
- Proof of residency and solo-parent status where required, such as a barangay certification or affidavit.
- Completed application form provided through CSWDO.
- Documents proving the applicant’s specific solo-parent situation. These differ by category.
Additional Documents by Situation
- Widowed: Marriage certificate and spouse’s death certificate.
- Unmarried parent: Certificate of No Marriage (CENOMAR), barangay affidavit and applicable sworn declaration.
- Separated or abandoned: Court documents, police/barangay records or affidavits required for the situation.
- Legal guardian, adoptive or foster parent: Proof of guardianship, adoption or foster care.
- Applying for income-based assistance: Proof of income, unemployment affidavit or another accepted income document.
Important: These are examples of category-specific documents, not one checklist that every applicant must submit. CSWDO will assess your situation and confirm the documents required for your category.
Minor Travel Permit
The local permit applies to certain domestic trips when a child travels alone or with an adult who is not a biological parent. The checklist depends on who accompanies the child.
Main Documents
- Child’s birth certificate — original for checking and one photocopy.
- Child’s valid ID, such as a school ID, if available.
- Written consent from the parent or appropriate guardian.
- Valid government ID of the parent or guardian — photocopy with three specimen signatures.
- Barangay certification showing that the barangay is aware of the child’s planned travel.
If Someone Else Accompanies the Child
- Valid government ID of the accompanying adult, with the required three signatures on the photocopy.
- Proof of legal guardianship where applicable.
If the Child Travels Alone
- Prepare the child’s documents, written consent, parent’s or guardian’s ID and barangay certification.
- Confirm any additional contact or receiving-person information required for the journey.
Important: The 2026 City Charter covers local travel departures through Davao City’s airports, seaports and land terminals. International travel may require a separate DSWD clearance.
Check Your Papers Before Leaving Home
Make sure names, dates and other personal details match across your documents. Keep certificates readable, prepare the required copies and check whether any medical records must be recent. If something is missing, contact the responsible government office before making the trip.
Fees, Processing Times & Renewal
Find out whether you need to pay, how long the government process normally takes, and when an ID may need to be renewed.
Davao City’s 2026 Citizen’s Charter lists no processing fees for the five services covered below. Supporting documents obtained elsewhere may still cost money.
Lingap Assistance
The Lingap program evaluates qualifying medical and funeral assistance requests. Applicants submit their requirements for checking, interview and processing.
Eligible requests may result in the issuance of a guarantee letter or other appropriate assistance document. The 19-minute figure covers the listed office procedure, not a guarantee that assistance will be completed in 19 minutes.
No ID renewal is involved. A new assistance request may require updated documents and another evaluation.
Senior Citizen ID
OSCA issues the Senior Citizen ID and discount purchase booklet to qualified Davao City applicants.
Once the documents are accepted, OSCA checks the applicant’s information, prepares the ID and releases the card and booklet under its published procedure.
The 2026 issuance procedure does not list a routine annual renewal. Ask OSCA about replacing a lost or damaged card or updating your details.
Person with Disability (PWD) ID
PWD registration includes checking medical documents, confirming eligibility and preparing the ID through the appropriate offices.
The CSWDO district office reviews the application. PDAO helps prepare the identification card and its registration details before release.
Check the validity printed on your current ID. National PWD ID rules were updated in 2026: the new unified system provides lifetime validity for permanent disabilities and periodic revalidation for certain other disabilities. Implementation is phased, so confirm the procedure with PDAO.
Solo Parent ID
Solo Parent registration may include document review, an interview, assessment and an orientation before the identification card is released.
A social worker evaluates the application. Qualified applicants complete the required steps before receiving the Solo Parent ID. The city’s ordinance also provides an issuance period of up to 15 days following a qualifying application.
Yes. The Solo Parent ID is valid for one year. Renewal requires a new assessment to confirm that the applicant still meets the conditions.
Minor Travel Permit
This local permit is used for certain domestic trips when a minor travels alone or with a person other than a biological parent.
The office checks the child’s documents and travel arrangements, conducts the required assessment and releases the permit when approved. The city lists procedures for minors residing both inside and outside Davao who depart from the city.
This is not a permanent ID. Ask the issuing office whether a fresh permit is required for another journey. Check the document’s stated travel details and validity.
Does the Listed Processing Time Include Waiting in Line?
Not necessarily. The times above are the office processing durations published in the 2026 Citizen’s Charter. They should not be treated as guaranteed completion times. Queues, incomplete papers, additional interviews, system issues and office schedules can affect the actual time. For Lingap, arranging approved assistance may take longer than processing the application form.
What About Other Costs?
Even where the government service is free, you may still pay separate fees to obtain documents such as PSA certificates, medical certificates, photographs, photocopies or notarized papers. These are supporting-document expenses, not the government processing fee for the service itself.
Common Application Mistakes & Solutions
Small mistakes can lead to extra visits, missing documents or a delayed application. Here are seven common problems to watch for and simple ways to avoid them.
Going to the Wrong Office
Applicants sometimes visit the main government building without checking which office handles their particular social service.
Confirm the correct office before traveling. OSCA handles Senior Citizen registration, PDAO helps with PWD IDs, and CSWDO district offices handle many family welfare services. Lingap has separate assistance service points.
Bringing Incomplete Documents
A missing ID, certificate or required photocopy may prevent an office from accepting a complete application.
Read the checklist for your exact service. Bring original documents when verification is required, along with the necessary photocopies. Ask the office which papers must be originals and which can be submitted as copies.
Using the Wrong Medical Papers
Lingap applicants may prepare a hospital bill when they actually need assistance with medicines or a medical procedure.
Match your documents to the assistance requested. Hospital expenses may require a final bill and medical certificate. Medicine requests may need a valid prescription, while dialysis and laboratory assistance can require quotations and medical records.
Assuming Everyone Qualifies
Some applicants assume that being unmarried, having a disability or holding a particular ID automatically qualifies them for every benefit.
Check the rules for the exact benefit. Solo Parent registration requires proof of a recognized qualifying situation. Cash assistance may also require income verification, a social worker’s assessment or other conditions.
Ignoring Different Names or Personal Details
The name, birth date or other personal information on one document may differ from the information on another supporting record.
Compare your records before submission. Check the spelling of names, dates of birth and family relationships. If there is a difference, ask the issuing office which correction or supporting explanation it will accept.
Missing Child Travel Consent or Identification
A child’s domestic travel permit may be delayed when the required consent, adult identification or travel-related documents are missing.
Prepare the child’s birth certificate, required consent and adult IDs. The published requirements call for three specimen signatures on certain adult ID photocopies. Also check whether the ID of the accompanying adult or receiving person is required for the trip.
Leaving Without Knowing the Next Step
After submitting papers, some applicants forget the release schedule or do not know whether they must return with additional documents.
Ask what happens after submission. Keep any claim stub, reference number or acknowledgment provided by the office. Confirm how you will receive updates and when you should follow up.
Ready to Visit the Government Office?
Tick these items before leaving home. This quick checklist helps you organize your visit.
This is a personal preparation checklist, not an official application or confirmation of eligibility. Your selections are not submitted to any government office.

Filipino citizens aged 60 and above may apply for a Senior Citizen ID to establish their eligibility for discounts, privileges and other benefits available under Philippine law.
Ask about registration, identification requirements and issuance of the Senior Citizen ID.

Eligible persons with disabilities may register for a PWD ID. The ID helps qualified holders access applicable discounts, exemptions and disability support services.

A local travel permit may be required for children departing from Davao on domestic journeys without a parent or guardian. Requirements differ depending on whether the child travels alone or with another adult.
Prepare the child’s birth certificate, identification, parental consent and applicable travel companion details.
