What Is Real Property Tax & Who Needs to Pay?
Real Property Tax, also called RPT or Amilyar, is an annual local tax on taxable real estate. It generally applies whether the property is used as a home, business, or investment.
Property Tax Is Based on Assessed Value
The City Assessor determines the property’s classification and assessed value using applicable valuation and assessment rules. The tax is then calculated using the relevant local tax rates. It is not simply a percentage of the price you paid for the property.
Which Properties Are Taxable?
The law covers several kinds of real property, subject to applicable exemptions and classifications.
Land
Residential lots, agricultural land, commercial land, industrial sites, and other taxable parcels. Vacant land may still be subject to annual Real Property Tax.
Buildings & Structures
Houses, apartments, office buildings, stores, warehouses, and other taxable structures. A building may have its own assessment in addition to the land on which it stands.
Machinery & Improvements
Certain machinery, equipment, and property improvements are also covered when they meet the legal requirements for real property assessment. Their tax treatment depends on the actual use and classification.
Who Usually Pays RPT?
Property owners are generally responsible for keeping their real property tax payments up to date. An authorized representative may handle the transaction for them.
If you recently purchased property, check for previous unpaid taxes and arrange to update the property declaration with the City Assessor.
Special rules can apply to otherwise exempt government-owned property when its beneficial use is granted to a taxable person. Some properties may qualify for statutory exemptions.

Real Property Tax Rates, Deadlines & Discounts
Know how Davao City calculates Real Property Tax, when each installment is due, and how timely payment can reduce your annual tax bill.
How Much Property Tax Do You Pay?
Real Property Tax is calculated using the property’s assessed value, not simply its purchase price or current selling price.
Other applicable levies, unpaid balances, and interest are separate.
Quarterly Payment Deadlines
Annual RPT becomes due on January 1 and can be paid in full or four equal installments.
- 1st Quarter 2026 deadline
- 2nd Quarter 2026 deadline
- 3rd Quarter 2026 deadline
- 4th Quarter 2026 deadline
Save With Tax Discounts
Davao City provides different discounts depending on whether you pay the full annual tax or choose quarterly installments.
The 20% full-payment discount deadline for 2026 has passed. For remaining quarterly payments, follow the applicable due dates.
What Happens If You Pay Late?
Once a payment becomes delinquent, interest applies to the unpaid tax amount under the City’s revenue rules.
Interest is capped at 36 months, equivalent to 72% of the unpaid tax. Long-standing tax debts may also be subject to collection proceedings.
Ask the City Treasurer for an updated Statement of Account if you have overdue installments.
Example: ₱400,000 Assessed Value
Here’s how the standard basic RPT and SEF charges add up for a property with an assessed value of ₱400,000.
- Assessed Property Value
- ₱400,000
- Basic RPT — 1.5%
- ₱6,000
- SEF Tax — 1%
- ₱4,000
- Total Annual Tax Before Discounts
- ₱10,000
Illustrative calculation only. An eligible full payment by March 31, 2026 would have reduced this example to ₱8,000 after the 20% discount. Actual bills depend on the City’s assessment and account history.

Find quick answers about property tax rates, payment deadlines, unpaid balances, ownership changes, and tax clearance in Davao City.
01 Do I have to pay property tax on vacant land?
Generally, yes. Vacant land can still be subject to annual Real Property Tax even if no house or building has been constructed on it.
The amount depends on its assessment and classification. Any applicable exemption must be verified with the City Assessor.
02 How is Real Property Tax calculated?
Davao City’s published 2026 rates are 1.5% basic RPT plus 1% Special Education Fund (SEF), applied to the property’s assessed value.
The assessed value is determined under property assessment rules. It is not necessarily the amount you paid when purchasing the property.
03 Can I pay my property tax quarterly?
Yes. You can pay in four equal installments. The 2026 quarterly deadlines are March 31, June 30, September 30, and December 31.
The City’s 2026 notice provides a 10% discount for each quarterly payment made by its due date. A separate 20% discount applied to full-year payments made by March 31, 2026.
04 How can I check if my property has unpaid taxes?
Bring your Tax Declaration or DRPV to the City Treasurer’s Real Property Tax Division or a CTO district office.
Ask for an updated Statement of Account. It will help identify the tax periods covered, any unpaid amounts, and applicable interest.
05 Can I pay Real Property Tax online?
Davao City’s published payment procedure includes an online payment option. However, you should first obtain the correct Statement of Account or payment details from the City Treasurer.
Follow the official payment instructions for your transaction. Do not send money through unverified payment links.
06 What if I bought a property with unpaid taxes?
Previous unpaid Real Property Taxes do not automatically disappear when ownership changes. Delinquent RPT can remain a lien on the property.
Ask the City Treasurer to check earlier tax balances before completing a property transaction. Clarify how outstanding amounts will be settled with the seller.
07 What happens if I miss a tax payment deadline?
The City’s 2026 notice provides 2% interest per month on delinquent tax, capped at 36 months or 72% of the unpaid amount.
Contact the City Treasurer for an updated assessment. Long-standing nonpayment can also lead to lawful tax collection proceedings.
08 How do I obtain a Real Property Tax Clearance?
Request an RPT Clearance or Certification from the City Treasurer’s Office. Prepare your Tax Declaration/DRPV and follow the office’s payment-history verification and certification-fee procedure.
If your property declaration contains incorrect ownership or assessment details, coordinate with the City Assessor. A tax clearance is not a substitute for a land title.
