Property Assessment Guide

Who Needs a Property Assessment in Davao City?

Property assessment records should reflect the land, buildings, and improvements that actually exist. You may need a new assessment or a record update when your property changes.

Important Declaration Deadline
60 Days

Under the Local Government Code, declare newly acquired property within 60 days of acquisition, or improvements within 60 days of completion or occupancy, whichever occurs earlier.

When Should You Contact the City Assessor?

06 Common Situations
01
New Assessment

Newly Acquired or Undeclared Land

If a parcel has not yet been declared for assessment, request a New Assessment – Land. CASSO checks the land records, approved survey or subdivision documents, and property details before preparing its assessment.

02
New Assessment

Newly Completed House or Building

A new residential, commercial, or other building may require its own assessment in addition to the land. Prepare relevant Building Permit, completion records, property photographs, and land declaration details for CASSO’s review.

03
Transfer Assessment

Purchased, Inherited or Transferred Property

When ownership has legally changed, the assessment record may need to reflect the new owner. Request Transfer Assessment – Land & Building and prepare the relevant title, Tax Declaration, tax clearance, and transfer documents.

04
Property Improvement

Extensions, Additions and Major Improvements

Adding a floor, extending a building, or completing other substantial improvements can change its assessed value. Report the work to CASSO and ask whether New Assessment or Re-Assessment applies.

05
Re-Classification

Changes in Property Use or Classification

Changing land or a building from one use to another may affect its assessment. Examples include residential property converted to commercial use. Coordinate with CASSO for the applicable Re-Classification requirements and approvals.

06
Re-Assessment or Correction

Incorrect Records or Physical Property Changes

If your Tax Declaration contains incorrect property information, or a building has been damaged, demolished, or physically altered, ask CASSO about the appropriate correction, cancellation, or re-assessment procedure.

Applicant Eligibility

Who Can Request an Assessment?

Property owners, administrators, and duly authorized representatives can handle applicable property declarations and assessment requests. CASSO’s published services are generally available to eligible citizens, businesses, and government applicants, depending on the transaction.

Applying for another person? Confirm the authorization and identification requirements for the specific assessment service. Corporate and inherited properties may require additional supporting documents.

Not sure which service applies? Contact the City Assessor’s Office before preparing your application. Even tax-exempt properties may need to be declared for assessment and exemption verification.

What Happens During Property Verification?

For land assessments: CASSO verifies the title, approved land plan, Property Index Number (PIN), and tax mapping records. Field inspection may be carried out when needed.

For building assessments: An appraiser conducts an ocular inspection, checks the structure and its dimensions, and prepares the FAAS for evaluation and approval.

For ownership transfers: CASSO examines the legal transfer documents and title, updates the property and ownership records, and processes the revised Tax Declaration.

Check Your Documents Before Leaving

Review the owner’s name, Property Index Number, property location, classification, and assessed value on the released documents. If anything looks incorrect, ask CASSO to verify it before using the Tax Declaration for another transaction.

Understanding Your Assessment

How Is Property Assessed Value Calculated?

The City Assessor uses the applicable property valuation schedule, property classification, and assessment level to determine the taxable assessed value.

Basic Assessment Formula
Fair Market Value × Assessment Level = Assessed Value

Fair Market Value comes from the applicable valuation rules and property details. The assessment level is the percentage applied according to the property’s classification and governing rules.

The resulting assessed value is used as a basis for Real Property Tax. The City Treasurer handles the tax billing and collection.

A Simple Assessed Value Example

Hypothetical Fair Market Value ₱1,000,000
Assumed Assessment Level 20%
Calculated Assessed Value ₱200,000

This example explains the formula only. The 20% figure is an illustrative assumption, not a confirmed assessment level for every Davao City property. Actual assessment levels and valuation methods depend on the applicable rules and property classification.

Before relying on an assessment: Review the property location, owner’s name, classification, fair market value, and assessed value on the Tax Declaration. Ask CASSO to explain any discrepancy before using the record for another property transaction.

Review the Updated Assessment Before Leaving

Compare the corrected Tax Declaration with your supporting property documents. Check the title or lot number, area, classification, assessed value, and other entries affected by your request.

If the correction changes your taxable assessment, coordinate with the City Treasurer’s Office to confirm how it affects the Real Property Tax account. An assessment correction does not automatically serve as a tax refund or proof of property ownership.

Need official assistance? The City Assessor’s Office handles property assessment corrections and re-assessments. A formal challenge to an assessment may have separate appeal rules and deadlines, so ask CASSO about the correct procedure if you are disputing the valuation itself.

08 Common Questions

Find the Answer You Need

01 What is a Tax Declaration, and is it proof of ownership?

A Tax Declaration is an official assessment record showing details such as the declared owner, property location, classification, and assessed value.

It is used for real property assessment and taxation. It is not the same as a land title and does not by itself conclusively establish legal ownership.

02 How can I request a copy of my property’s Tax Declaration?

Visit the City Assessor’s Office (CASSO) and request a Certified True Copy of Tax Declaration. Prepare your Property Index Number (PIN), government-issued ID, and any authorization required for your situation.

Follow the office’s document verification and payment procedure. Manual and electronic copies have separate service checklists.

03 Does vacant land still need a property assessment?

Yes, generally. Land can be assessed even when no house or building exists on it.

Its assessment depends on the applicable valuation and land classification rules. A property may qualify for a tax exemption only when the legal requirements are satisfied.

04 When should I declare newly acquired property or a new building?

Under Section 203 of the Local Government Code, the required property declaration must generally be filed within 60 days after acquisition.

For a new improvement, the 60-day period relates to its completion or occupancy, whichever comes earlier. Contact CASSO promptly to arrange the appropriate assessment application.

05 How do I update the Tax Declaration after buying a property?

Request Transfer Assessment — Land and Building through CASSO. Bring the applicable title, existing Tax Declaration, transfer documents, BIR Certificate Authorizing Registration, and Real Property Tax Clearance.

CASSO verifies the records before preparing the revised declaration. This updates the assessment record; it does not replace the legal title-transfer process.

06 Why is my property’s assessed value different from its selling price?

The selling price is the amount agreed upon by buyer and seller. The assessed value is calculated for tax purposes using the applicable fair market value and assessment level.

Property use, classification, improvements, and the applicable valuation schedule can affect the final assessment.

07 What should I do if my Tax Declaration contains incorrect details?

Bring the Tax Declaration and supporting documents to CASSO. For typographical errors in certain property references, ask about Re-Assessment Dispute (Wrong Information).

If the actual property has physically changed or the assessment requires review, ask whether the Physical Change or another correction procedure applies.

08 Can I appeal if I disagree with my property’s assessment?

Yes. Under Section 226 of the Local Government Code, an owner or person with legal interest may appeal an assessment to the appropriate Local Board of Assessment Appeals.

The usual deadline is 60 days from receiving the written notice of assessment. A formal appeal is separate from requesting a simple record correction, and filing an appeal does not automatically suspend real property tax collection.
