PSA Certificate Types & Requirements

PSA Birth Certificate

Full name, date and place of birth, father’s name and mother’s full maiden name. Also prepare the requester’s details and purpose.
PSA Marriage Certificate

PSA Death Certificate

Deceased person’s full name, date and place of death, plus the requester’s information, number of copies and purpose.
PSA CENOMAR
A Certificate of No Marriage Record states that PSA found no marriage record for the person searched. It is commonly requested for marriage-related requirements.
Person’s full name, father’s name, mother’s full maiden name, date and place of birth, requester’s details and purpose.
Who Can Request a PSA Certificate?
Civil registry records contain personal information, so PSA restricts who can receive them. The rules depend on the type of record and the requester’s relationship to its owner.
Eligible Requesters
The document owner, legal spouse, parent or qualified adult child may request applicable records. A legal guardian or authorized representative may also qualify when the required proof is provided.
For a deceased person’s record, the nearest kin or another legally eligible requester may apply.
Identification & Authorization
For an in-person PSA outlet request, prepare a valid ID, its photocopy and the completed application form.
If requesting for someone else, additional proof may include a relationship document, a signed authorization letter or notarized SPA, and valid IDs of both the document owner and representative, as applicable.

How Long Will It Take?
Processing and delivery are different. A certificate available in PSA’s electronic records may be issued faster than one requiring manual verification.
Online Delivery to Davao City
PSA Serbilis lists approximately 6–8 working days for requests delivered to provinces after payment. Addresses outside standard courier coverage may need an additional 5–7 days. Manual record searches can add 10–15 working days.
Request at a PSA CRS Outlet
Birth, marriage and death records already available in the PSA system can often be issued within one hour of processing. CENOMAR requests generally take one working day. Requests needing manual verification may take several working days.
How to Verify Your PSA Certificate
Before submitting your certificate for an official transaction, check that it was issued through an authorized PSA channel and that its details are correct.
Printed certificates and digital E-Certificates have different verification options.
Check a PSA Security Paper Certificate
PSA issues printed civil registry documents on security paper (SECPA). If your certificate has a QR code, scan it with the PSA e-Verification app and compare the verification result with the printed information.
Verify a PSA E-Certificate
For an E-Certificate issued through PSA Helpline, use the QR code on the document’s cover page or its dedicated verification portal. Check that the verified document matches the one you received.
Open E-Certificate VerificationCheck These Important Details
Even a genuine PSA certificate may contain an incorrect entry. Read the document carefully before using it.
- Correct full names Check spelling, middle names, maiden names and other relevant personal information.
- Event details Verify the birth, marriage or death date and place, as applicable.
- Record annotations If a legal correction or other annotation is expected, confirm that it appears on the issued copy.
- Certification details Check that the document is complete and readable, including any available verification information.
What if PSA Cannot Find Your Record?
A missing record in the PSA system does not automatically mean the birth, marriage or death was never registered locally.
-
01
Recheck the Search Information
Confirm the spelling, date, place and other details used for the PSA request.
-
02
Verify Registration Locally
Contact the Local Civil Registrar where the event was registered. Ask whether the record exists in its registry.
-
03
Ask About Electronic Endorsement
If the record exists locally but is missing from PSA, the Local Civil Registrar may initiate electronic endorsement. The endorsement process itself is free; a later certificate request may have a separate fee.
PSA Certificate Problems & Solutions
Having trouble with an appointment, online payment or certificate delivery? Find your issue below and follow the recommended next step.
Keep your appointment slip, order reference, payment receipt or delivery details ready. They help the service provider locate your transaction.
APPOINTMENT & OUTLET ISSUES
01 — 0301 My appointment name does not match my valid ID.
A CRS appointment must be under the name of the actual person visiting the outlet. If the booking details are wrong, arrange a correct appointment before your visit. Appointments cannot be transferred.
02 I missed my PSA outlet appointment.
Check the appointment system for another available schedule. Do not assume that your previous slip will be accepted on a new date. Secure a new booking when required by the outlet.
03 PSA will not release the certificate to my representative.
Check whether your representative is eligible to receive the document. They may need valid IDs, a signed authorization letter or SPA, and proof of relationship. Follow the requirements for your particular certificate.
ONLINE ORDER & PAYMENT
04 — 0604 I entered incorrect information in my online request.
For PSA Serbilis, if the request is still unpaid, submit a new request with the correct information. Paid orders generally cannot be edited, cancelled or refunded. Contact the ordering service for guidance if you have already paid.
05 I paid, but the order still says “Waiting for Payment.”
PSA Serbilis payments through some accredited payment channels may appear in the system on the next working day. Check your transaction receipt and order status. Contact official support if it remains unchanged; avoid paying again without checking.
06 I lost my online request reference number.
Check your acknowledgment email, saved confirmation page and payment records. If you still cannot find the number, contact the official ordering service with your transaction information. Do not create duplicate paid orders unnecessarily.
CERTIFICATE DELIVERY & RELEASE
07 — 0907 My PSA certificate is taking longer than expected.
Check the current order status before making another request. Some documents require manual searching or further processing. If the estimated delivery period has passed, contact the ordering service with your reference number.
08 The courier could not release my certificate.
PSA delivery requires proper recipient identification. Confirm who is allowed to receive the document and prepare any required authorization. Contact the ordering service about the delivery attempt and available next steps.
09 My PSA certificate is blurred or difficult to read.
Ask PSA about a clearer copy or image re-scanning, where available. The office may need to check the underlying record. Keep the issued document and receipt for reference; do not edit or recreate the certificate.
PSA Certificates: Frequently Asked Questions
Find clear answers about certificate validity, request locations, digital documents and other PSA certifications.
Certificate Validity & Records
01 — 0501 Do PSA birth, marriage and death certificates expire?
No. Under Republic Act No. 11909, these certificates have permanent validity when the document remains intact, readable and its authenticity features are visible. You generally do not need a new copy simply because an older one has aged.
02 Does a PSA CENOMAR have the same lifetime validity?
The permanent-validity law covers birth, marriage and death certificates, not CENOMAR. A CENOMAR reflects marriage-record information when it was issued. Check how recent the receiving office requires the certification to be.
03 Is a local civil registrar’s certificate different from a PSA copy?
Yes. A local civil registrar maintains the registered event record, while PSA issues nationally certified copies from its civil registry records. Check which version the agency requesting your document accepts.
04 Can I request my PSA certificate outside the city where I was born?
Yes. If the record is available in PSA’s system, you may request a certified copy through an authorized PSA service even when the birth, marriage or death was registered in another Philippine city or province.
05 Can Filipinos living abroad order PSA documents?
Yes. PSA Serbilis supports requests from people abroad. Check the available destination, delivery service and payment options before placing an order. International delivery conditions may differ from domestic requests.
Digital Copies & Other Certifications
06 — 0906 Is an official PSA E-Certificate as valid as a printed certificate?
Yes. PSA’s officially issued E-Certificate is a secured digital document with the same legal validity as its printed equivalent. An ordinary photo or scan of a paper certificate is not the same as an official PSA E-Certificate.
07 What is the difference between CENOMAR and a Marriage Certificate?
A Marriage Certificate provides details of a registered marriage. A CENOMAR certifies that no marriage record was found for the person searched. They serve different purposes and are not interchangeable.
08 What if PSA already has a marriage record for the person?
PSA may issue an Advisory on Marriages showing the marriage records found in its database. This is different from certifying that no marriage record exists. For questions about annulment or legal marital status, check the relevant annotated records.
09 What is a PSA Negative Certification of Birth?
It confirms that no matching birth record was found in PSA’s Civil Registry System on the date of issuance. It is not a birth certificate. Under PSA’s May 2026 advisory, this negative certification is valid for six months for civil registry transactions.
