Membership Types

Red vs. Platinum: What’s the Difference?

Initial Registration

Red Membership

Red is the initial membership assigned when PhilGEPS approves a supplier’s registration.

  • Provides a registered supplier profile.
  • Allows access to relevant supplier system features.
  • Has no fixed membership expiration under the published PhilGEPS guidance.
  • May be accepted for certain procurement methods where allowed.
Verified Eligibility Documents

Platinum Membership

Platinum requires additional business documents and an approved PhilGEPS Certificate of Registration.

  • Generally required for competitive bidding under RA 12009.
  • Requires valid and updated supporting eligibility records.
  • The certificate is valid for one year and may be renewed.
  • Additional technical and financial bid requirements still apply.

Important: PhilGEPS registration does not automatically make a supplier eligible for every contract. The procurement method and individual bidding documents determine the required membership, qualifications, and supporting records.

Platinum Preparation

Business Documents You May Need

These are the principal eligibility records under the applicable RA 12009 rules. Some apply only to certain business types or projects.

01

Business Registration

DTI certificate for sole proprietorships, SEC registration for corporations or partnerships, or CDA registration for cooperatives.

02

Mayor’s or Business Permit

Keep your current local business permit or an acceptable equivalent document as required under the applicable rules.

03

BIR Tax Clearance

Prepare the tax clearance issued or approved by the Bureau of Internal Revenue in accordance with the applicable requirements.

04

Audited Financial Statements

Provide the required AFS with appropriate BIR receipt or electronic filing confirmation.

05

Corporate Information

Corporations must maintain an updated General Information Sheet reflecting beneficial ownership information where required.

06

PCAB Contractor License

Construction contractors must provide the appropriate PCAB license and registration when applicable.

Before uploading: Check the current PhilGEPS Platinum requirements, including any prescribed sworn declaration or additional supporting form. Keep documents updated, because expired eligibility records may suspend your Platinum certificate.

Preparing a Government Bid

Bidding Documents & Supplier Requirements

Once you find a suitable procurement notice, get the complete bidding documents and prepare your technical and financial requirements. Each project has its own forms, specifications, and deadlines.

Start With the Correct Bid Package

Use the actual bidding documents issued for your chosen procurement. A generic online checklist cannot replace the project’s official Instructions to Bidders.

01

Find the Complete Document Set

Open your procurement notice on PhilGEPS and check the attached bidding documents. Documents should also be available through the procuring entity’s official website or BAC Secretariat.

02

Confirm Any Applicable Fee

Ask the BAC Secretariat whether a bidding-document fee applies. Davao City’s published procedure describes an Order of Payment issued through BAC and presented to the City Treasurer’s Office. Follow the current instructions.

03

Review Instructions & Bid Bulletins

Read the Instructions to Bidders, Bid Data Sheet, specifications, forms, and submission schedule. Check for Supplemental Bid Bulletins that change the original requirements.

Understand the Two Bid Components

For competitive bidding, the technical and financial components must be prepared separately, using the official documents and submission format.

First Envelope

Technical & Eligibility Documents

These records establish your eligibility, qualifications, and ability to deliver the proposed project.

  • PhilGEPS Platinum Registration

Valid Certificate of Registration and Membership, with supporting records kept current.

  • Ongoing Contracts Statement

List ongoing government and private contracts, including awarded contracts not yet started, when required.

  • Single Largest Completed Contract

Provide SLCC information for similar completed work, subject to the applicable exceptions and bid requirements.

  • Financial Capacity Evidence

NFCC computation or an acceptable committed Line of Credit for goods, where permitted. Infrastructure requirements may differ.

  • Technical Specifications

Required compliance statements, delivery schedules, personnel, equipment, or project details appropriate to the procurement.

  • Omnibus Sworn Statement & Bid Security

Use the prescribed forms and meet the required signing, authorization, security, and validity conditions.

Construction and consulting projects have additional or different requirements, including applicable PCAB, professional, personnel, equipment, or work-plan documents.

Second Envelope

Financial Bid Documents

This part contains your proposed price and the prescribed financial forms. All figures must follow the project’s instructions.

  • Signed Financial Bid Form

State your offered bid price using the prescribed form, completed and signed by the authorized representative.

  • Price Schedule

Complete the required unit prices, totals, and pricing breakdown for goods or services.

  • Bill of Quantities

For applicable construction or infrastructure procurements, complete the prescribed priced bill of quantities.

  • Other Required Financial Forms

Include project-specific forms or certificates when the official bidding documents require them.

Check the Approved Budget for the Contract (ABC) before pricing your bid. A bid above the applicable ABC ceiling is not accepted under the standard rules.

What Is Bid Security?

Bid security helps ensure that a successful bidder will enter into the contract and provide the required performance security.

Under RA 12009, acceptable options can include a Bid Securing Declaration or specified financial security instruments such as a bank guarantee or surety bond.

Choose an option allowed by the actual bidding documents. Confirm its form, required amount, validity period, and beneficiary before submitting your bid. A missing or noncompliant bid security can result in disqualification.

Before You Submit Your Bid

Review the entire package against the latest official checklist. A missing form, incorrect signature, or expired document may affect your bid.

  • Use the correct forms for the chosen project.
  • Check document validity, signatures, and authorizations.
  • Verify pricing calculations against the applicable ABC.
  • Confirm bid security and submission format.
  • Review all Supplemental Bid Bulletins.
  • Recheck the submission deadline and BAC instructions.

Need the Official Bidding Forms?

The Government Procurement Policy Board provides standard bidding documents and related forms for goods, infrastructure, and consulting services. Use the project-specific documents issued by its BAC for your actual submission.

Supplier Submission Guide

How to Submit a Government Bid in Davao City

After preparing your bidding documents, follow the BAC’s official schedule, submission instructions, and bid-opening process. Here’s how to move from a completed bid package to formal submission and evaluation.

Before Submission

Confirm Four Essential Details

Every procurement has its own instructions. The latest Invitation to Bid and bidding documents control your submission.

  • Exact bid submission deadline and reporting location.
  • Required technical and financial bid packages.
  • Authorized submission method and number of copies.
  • Latest Supplemental Bid Bulletins and bid-opening schedule.
Practical Supplier Workflow

Follow These Six Submission Steps

This overview explains a typical competitive bidding process. Project-specific instructions and approved procurement procedures take priority.

01 Before the Deadline

Attend or Review the Pre-Bid Conference

If a pre-bid conference is scheduled, use it to understand specifications, eligibility, and bid requirements. Attendance is not mandatory under the approved IRR. Ask for clarification through the BAC’s prescribed procedure.

02 Final Document Review

Complete and Verify Your Bid

Check all required forms, supporting records, bid security, signatures, and price schedules. Review the latest Supplemental Bid Bulletins before finalizing the package.

03 Bid Packaging

Prepare the Required Submission Format

For manual submission, prepare the technical and financial components in separate sealed envelopes following the project’s labeling, copy-count, and packaging instructions.

04 Formal Submission

Submit Before the Closing Time

Deliver your bid to the date, time, and place specified by the BAC. If electronic submission is expressly allowed, follow its security and receipt instructions. Late bids are not accepted.

05 BAC Proceedings

Follow the Official Bid Opening

The BAC opens bids according to the published schedule. Bidders or their authorized representatives may attend. Technical and financial opening arrangements depend on the project’s evaluation method.

06 After Bid Opening

Monitor Evaluation and Updates

The BAC checks document completeness and evaluates compliant bids using the published criteria. Follow official notices about post-qualification, clarifications, and contract award.

Submission Method

Manual or Electronic Submission?

Never assume an online bidding option is available just because the opportunity appears on PhilGEPS. Use only the method expressly authorized for your specific procurement.

01

Manual Bid Submission

Submit the prescribed sealed and properly marked bid envelopes to the BAC’s stated submission location before the deadline. Keep any receipt or acknowledgment provided by the Secretariat.

02

Authorized Electronic Submission

If expressly permitted, follow the procuring entity’s instructions for secure electronic files, password protection, submission channel, and receipt confirmation. Do not email a bid unless that method is authorized.

Important: A submitted bid is not automatically qualified or accepted for award. Under the applicable procurement rules, incomplete or noncompliant requirements may cause a bid to fail preliminary examination. Evaluation also depends on the published award criterion. Follow the current BAC notices, not unofficial results or assumptions.

Check Your Official Procurement Notice

Review PhilGEPS for the latest bidding schedule and documents. Contact the BAC Secretariat named in your notice if you need clarification about submission format, venue, or deadline.

After Bid Submission

Bid Evaluation, Post-Qualification & Contract Award

Submitting your bid is only the beginning. The BAC reviews compliance, evaluates bids against published criteria, verifies the selected bidder’s qualifications, and recommends an award for approval.

Evaluation Process

What Happens After the Bids Are Opened?

Government contracts are awarded through a formal review process, not simply to the first supplier or automatically to the lowest quoted price.

Keep your records ready. The BAC may request supporting documents during post-qualification. Follow written instructions and the official bidding schedule.

01
Initial Screening

Preliminary Examination

The BAC checks the required technical and eligibility documents against the official checklist. This uses a pass-or-fail assessment. Missing or insufficient required documents may cause a bid to fail.

02
Comparative Evaluation

Detailed Bid Evaluation

The BAC evaluates qualifying bids using the criteria in the bidding documents. Depending on the procurement, these may involve the Lowest Calculated Bid, the Most Economically Advantageous Bid, or other applicable award criteria.

Consulting services follow their applicable technical evaluation and ranking rules.

03
Eligibility Verification

Post-Qualification

The BAC verifies the leading bidder’s legal, technical, and financial qualifications. This may include validating PhilGEPS supporting documents, permits, tax returns, completed projects, and financial capacity.

If the bidder fails post-qualification, the BAC proceeds to the next-ranked bidder according to the applicable rules.

04
Award Recommendation

BAC Recommendation & Notice of Award

After successful post-qualification, the BAC recommends the contract award to the Head of the Procuring Entity (HoPE). Once approved, the successful bidder receives the official Notice of Award.

05
Final Contract Requirements

Performance Security & Contract Signing

The winning bidder must submit any required final documents, furnish the prescribed performance security, and sign the contract within the applicable period. Then follow the procuring entity’s instructions for authorized project implementation.

Bid security and performance security are different. The required performance security depends on the contract and the approved rules.

5 calendar days

Post-Qualification Documents

Under the approved RA 12009 IRR, submit the prescribed supporting eligibility documents, applicable tax returns, permits, and licenses within five calendar days of receiving the BAC’s notice identifying your bid for post-qualification.

10 calendar days

Requirements After Notice of Award

The winning bidder must comply with applicable final documentation, performance security, and contract signing requirements within ten calendar days after receiving the Notice of Award.

Supplier Follow-Up

What Should You Do While Waiting?

Even after bid opening, you may need to respond to BAC notices quickly. Keep communication official and your documents accessible.

  • Monitor the project notice, PhilGEPS updates, and official BAC communications.
  • Prepare current eligibility records and supporting documents for post-qualification.
  • Respond within the period given in any official notice.
  • If selected, arrange valid performance security and contract-signing documents.
  • If disqualified, read the written reasons and applicable reconsideration instructions.

Not Every Bid Results in a Contract Award

A bidding may fail when no qualified and responsive bid remains or other grounds under the procurement rules apply. The BAC may proceed with the required review and re-bidding process. Always follow the official decision for your specific project.

Frequently Asked Questions

Public Bidding & Procurement FAQs

Get clear answers to common questions about finding procurement notices, joining government bids, submitting documents, and understanding BAC decisions in Davao City.

01 Where can I find official Davao City Government bidding opportunities?

Visit the official PhilGEPS Open Opportunities page and search for the City Government of Davao. The procuring entity may appear as CITY OF DAVAO, DAVAO DEL SUR.

Open the Bid Notice Abstract to confirm the project title, reference number, closing date, and procuring entity. Check the latest bidding documents and Supplemental Bid Bulletins before deciding to participate.

02 Can I join government bidding with Red PhilGEPS membership?

Red membership is the initial PhilGEPS supplier registration. For regular competitive bidding, a valid Platinum Certificate of Registration and Membership is generally required.

Some alternative procurement methods may accept Red membership when permitted by the applicable rules. Always check the eligibility requirements in the specific notice.

03 Do I need to pay to obtain government bidding documents?

A bidding-document fee may apply, depending on the procurement and current government guidelines. Check the Invitation to Bid for the applicable fee and payment instructions.

Obtain bidding documents through the BAC’s official channels and pay only through authorized collection methods. Keep your official payment receipt when one is issued.

04 Is attending the pre-bid conference mandatory?

No. Under the approved RA 12009 IRR, attendance at the pre-bid conference is not mandatory. However, attending can help clarify technical specifications, eligibility requirements, and submission instructions.

Whether you attend or not, check the official Supplemental Bid Bulletins for amendments and clarifications. These may change important parts of the bidding documents.

05 Can I email my bid or submit it after the deadline?

Submit your bid only through the method officially authorized in the bidding documents. Electronic submission must comply with the prescribed channel, format, security, and receipt requirements.

Sending a bid to an ordinary email address is not a substitute for an authorized submission procedure. Late bids are not accepted under the approved procurement rules, so confirm the exact closing time.

06 What should I do if the BAC disqualifies my bid?

First, review the official reasons for disqualification. For procurement governed by RA 12009, a bidder may request reconsideration from the BAC within three calendar days after receiving written notice or verbal notification of the decision.

The reconsideration process does not allow a bidder to submit new documents simply to correct defects in the original bid. If reconsideration is denied, a formal protest procedure may be available under the applicable rules. Follow the prescribed deadlines and requirements.

Still Have a Question About a Specific Bid?

For project requirements, bid schedules, document fees, or submission instructions, contact the BAC Secretariat named in the official notice. Always rely on current government announcements rather than outdated bidding information.
